When services are arranged directly between the notary and the signer, a flat travel fee and the IRS standard mileage rate for business travel may be charged. These fees are calculated from the point of dispatch (where the notary is located at the time of the call) to the appointment location (customer's choice - home, school, work, library, etc.) and are clearly itemized on the final invoice.
For services coordinated through third-party professionals—including but not limited to attorneys, paralegals, title companies, and real estate professionals—fees may differ based on service agreements, document types, and assignment scope.
Additionally, real estate transactions involving title insurance are exempt from Maryland’s regulated fee caps for notarial acts.
In such cases, notarial fees are considered part of the overall settlement service charges and may differ from the standard rates.
The Maryland Insurance Administration has authority to regulate the business practices of title insurance producers and companies—not individual service fees such as those for notary, courier, or document preparation services. These settlement-related charges are negotiated between the service provider and the party coordinating the transaction, and must be disclosed prior to closing.
