Why a TIPIC-Licensed Notary Is Required for Title-Insured Real Estate Closings (Maryland)

In Maryland, any real estate closing that results in the issuance of title insurance—whether an owner’s or lender’s policy—must be handled by a licensed Title Insurance Producer or Title Insurance Producer Independent Contractor (TIPIC).
This license is required because the person conducting the closing performs settlement and escrow functions directly tied to the issuance of a title policy.

A notary public without a TIPIC license may only participate if a licensed title insurance producer or TIPIC is also present and responsible for the settlement portion of the transaction. This requirement is governed by the Maryland Insurance Article § 10-101(m), § 10-121.1, and related COMAR 31.04.22 regulations under the oversight of the Maryland Insurance Administration.

Choosing the Right Real Estate Option for Your Transaction

Our real estate signing services are designed for clarity, convenience, and professional coordination—ideal for individuals, title companies, lenders, and real estate professionals seeking a smooth and predictable closing experience. Each package is structured around the type of closing taking place, ensuring the right level of support for every transaction.

Professional Pricing Note:
All real estate transactions involving the issuance of title insurance are billed at the same rate, whether scheduled by an individual or a company. Pricing reflects the coordination, compliance, and precision required to ensure a smooth and fully executed closing.

For services coordinated through third-party professionals—including but not limited to attorneys, paralegals, title companies, and real estate professionals—fees may vary based on service agreements, document types, and assignment scope. Additionally, real estate transactions involving title insurance are exempt from Maryland’s regulated fee caps for notarial acts. In such cases, notarial fees are considered part of the overall settlement service charges and may differ from standard individual mobile notarization rates.

The Maryland Insurance Administration regulates the business practices of title insurance producers and companies, not individual service fees such as notary, courier, or document preparation charges. These settlement-related fees are negotiated directly between the coordinating party and the service provider and must be fully disclosed prior to closing. All invoices from The Signature Pros are itemized to ensure transparency and compliance with applicable state laws and industry standards.

Witness Preparation Overview

Below is a quick reference you can share with any individual you're asking to serve as a witness during the notarization. This helps ensure they arrive prepared and understand what to expect:

What the Witness Should Bring:

A valid, government-issued photo ID with signature (e.g., driver’s license, state ID, or passport)
This is required so the notary can verify the witness’s identity prior to the session.

What the Witness Should Expect:

Be present for the full notarization session (in person or via a secure online platform)

Observe the signer execute the document

Sign the document in the designated witness section after the signer

Witnesses should be impartial—they should not be named in the document, involved in the transaction, or stand to benefit from the document’s contents. They do not need to review or understand the content of the document; their role is solely to confirm that they witnessed/acknowledge the signing and/or to be placed under oath, if applicable.

Professionals

Professionals across insurance, financial services, HR, and social work often assist clients during life events that require properly executed, time-sensitive documents. But many situations fall outside what a retail store or in-office notary can accommodate — and that’s where our specialized services become essential. When your client’s situation doesn’t fit the “standard notarization box,” we provide the professional, flexible, and compliant support needed to keep their process moving without delay.

Your clients rely on you. You can rely on us.
From remote online signings to hospital and home visits to multi-state coordination, we step in when things become complex so you can stay focused on serving your clients with confidence.

Choosing the Right Option for Your Transaction

Our services are built to provide clear, efficient, and professionally coordinated document signings for a wide range of professionals—including social workers, insurance teams, financial advisors, planners, HR departments, and others who rely on accurate, properly executed documentation. Each service package aligns with the specific needs of the transaction to ensure a smooth experience from start to finish.

Professional Pricing Note: When coordinating a transaction through another professional—such as an attorney, paralegal, title company, lender, real estate team, or third-party vendor—the pricing structure is different from standard one-on-one mobile notarization rates. This is because professional-to-professional engagements involve additional layers of coordination, compliance, document management, communication, and service delivery expectations that do not apply in a routine individual signing.
